Club Welfare Officer – Mandatory Requirements.


As part of the affiliation process and the FA Safeguarding Standards, all Junior Football clubs agreed to have a fully compliant Club Welfare Officer (CWO) in situ to allow completion of their club affiliation. There were some exceptional circumstances and we put an Agreed Action Plan in place to allow those clubs a set period of time to meet these requirements.    


The four mandatory requirements for a CWO are as follows:

  • To have an accepted and in date FA Criminal Record Check (CRC)
  • Completion of the FA safeguarding Children Qualification.
  • Completion of the FA Welfare Officer Workshop.
  • Must have completed the online Safeguarding for Committee Members course.


As from the 15th December 2018 any junior football club that does not have a fully-compliant CWO in place will be suspended. All junior clubs have had sufficient time since affiliation to ensure that their CWO has met these mandatory requirements.
